gurdonark, yes, there seems to be some evidence in favor of open access journal "<a href="http://en.wikipedia.org/wiki/Citation_impact" rel="nofollow">impact</a>" that should be analogous for think tanks.

Tim, I can imagine think tank (or part of one) that heavily relies on outsider contributions, but that would be a special case, just as a peer produced scientific journal article would be a very special case. I wouldn't expect people to do day to day work for a think tank. The value is in encouraging others to reuse, spread, and most importantly scrutinize a think tank's day to day work.

I certainly think releasing think tank papers under Creative Commons is a good idea. Beyond that, is there anything in particular you think think tanks should be doing to harness peer production? I have a little trouble imagining there are enough people out there who want to contribute to policy papers for free to be especially useful in the day-to-day work of a think tank.

This is a good point. I think, too, that think tanks will have more influence when they make more information available on a more open source basis.
Guerrilla marketing techniques could convert a given "idea manufacturer" into a free bargain in the marketplace of ideas.
